PRIOR KNOWLEDGE- you must know where certain basic tools are located in the software
1.
I duplicated my base and set it to SCREEN 100% I also went to filter> sharpen> sharpen
2.
i duplicated my base again and dragged it to the top. I set it to SOFT LIGHT 100%. I also then went to filter> blur > Gaussian blur and set it to 2.0

This is the first selective colour layer. Values are set to
REDS- -100,0,+71,0
YELLOWS- -55,0,+63,0
CYANS- +100,-100,+71,0
BLUES- +100,+100,+81,0
NEUTRALS- -21,0,-31,0
4.
This is the second Selective colour layer
Values are set to
REDS- -41,0,+23,0
YELLOWS- -45,0,-37,0
CYANS- +100,+100,-64,0
NEUTRALS- +21,0,+22,0

Go to Hue/Saturation. Set the master saturation to +10
6.
Go to colour balance.
Values are set to
MIDTONES- -39, 0, +17
HIGHLIGHTS- -29, 0, -39
SHADOWS- +27, 0, +26
7.
Another Selective Colour Layer
Values are set to
REDS- -31,0,+20,0
YELLOWS- -34,0,0,0
CYANS- +88,+52,-81,0
NEUTRALS- +15,0,+12,0
8. now either flatten that or copy merged onto a new canvas

Duplicate your new base and set to SCREEN 50%

Its another selective colour layer
Values are set to
REDS- +14,0,+2,+8
YELLOWS- 0,0,-43,8
CYANS- +100,+74,-100,0
BLUES- +100,-100,-88,0
NEUTRALS- +27,0,-8,+7
BLACKS- 0,0,0, +6

The last selective colour layer
values are set to-
REDS- -18,0,-5,0
NEUTRALS- +8, 0, +11,+12

duplicate your base and drag it on to, set it to SOFT LIGHT 50%. Also go to Filter>blur>gaussian blur and set it to 2.0 again
13.
Go to layer>new>layer. To get the fog effect select the paintbrush. Use the soft brush that fades out and apply. Change the opacity to 36%
14.
I applied text using Franklin Gothic Demi Condensed (comes with photoshop automatically)
15.
I used a tiny text brush by lil_brokenangel for the finishing touch
