I duplicated my base and set it to SCREEN 100% I also went to filter> sharpen> sharpen

i duplicated my base again and dragged it to the top. I set it to SOFT LIGHT 100%. I also then went to filter> blur > Gaussian blur and set it to 2.0

This is the first selective colour layer. Values are set to
REDS- -100,0,+71,0
YELLOWS- -55,0,+63,0
CYANS- +100,-100,+71,0
BLUES- +100,+100,+81,0
NEUTRALS- -21,0,-31,0

duplicate your base and drag it on to, set it to SOFT LIGHT 50%. Also go to Filter>blur>gaussian blur and set it to 2.0 again

Go to layer>new>layer. To get the fog effect select the paintbrush. Use the soft brush that fades out and apply. Change the opacity to 36%
14.
I applied text using Franklin Gothic Demi Condensed (comes with photoshop automatically)
15.
I used a tiny text brush by lil_brokenangel for the finishing touch
