Don't attribute slow unnoticable change to "That's the way it's always been done". I've observed a lot of slow changes over the past few decades. Things are not the way they were.
Marijuana was *not* always illegal. It was legal until a law was passed making it illegal. Which is one reason why the campaign to legalize marijuana is misnamed. It should be the campaign to RE-legalize marijuana.
People are often completely oblivious to what's going on around them by their own inattention to details or worse, lack of caring.
It's been illegal my whole life too. Yet, not surprizingly, the world is not without marijuana. Prohibition made alcohol illegal, or rather tried to and just resulted in alcohol use going underground. Gee, sounds similar. :P
Marijuana is part of the so called War on Drugs... which is never ending. If it was RE-legalized, the government could tax it, like alcohol and cigarettes, and make a ton of money off it. Also this would reduce the price and make it unprofitable to the cartels. Similar to what happend with Prohibition.
However they think it would be less than the money they're making off it now with it illegal [ probably correct despite the increased use that would occur ], so it will most likely stay that way.
Maybe that's why I'm not a liberal or conservative. I don't fear change. Change is natural and happens all the time. Change happens to everyone every single day.
Now, not all change is good, such as the change in the Gulf of Mexico, but for the most part, change is good.
