Government controlling LJ icons :O

Okay so my paypal account stuff finally went through, so I now have 100 userpic spaces! However, I have become lead to believe that the government is controlling LJ, because no matter what I do, it will not upload my America, Fuck Yeah icon... I would probably never use it anyway, because Im not overly fond of how it looks, but its the PRINCIPLE
