The Earl's full abilities have still not been fully displayed yet in the manga, but here is the current list.
Akuma Creation: With the assistance of the grieving of another, the Earl can bind a soul into a mechanical body known as an Akuma. The Earl does this by copying a part of himself into them. These machines are bound by a drive to kill humans. By killing humans they will grow and evolve becoming much stronger by feeding on the despair of the trapped soul. The first human an Akuma kills is usually the person that brought them back to life as per orders of the Millennium Earl. While Akuma are thinking creatures, they are bound to obey the Earl and the other Noah. The highest level seen to date is a level 4. Level 2s, the ones that seem most human, can be modified by strong magic to lessen the urge to kill humans. General Cross Marian from the Exorcists has shown his ability to do so.
The Ark: The Earl is most knowledgeable about the Ark, a giant cube that can open portals almost anywhere. While he doesn't have full control over it, he is able to help create a new Ark by managing the download and can create doorways for people to pass through.
Relo (the screaming umbrella): The umbrella is a sentient being the Earl or one of his followers carries around with them. It talks and helps him float around, but it can also turn into a very large sword. While the full extent of this sword's powers are not yet known, its shape and color mirrors that of the protagonist, Allen Walker, whose sword has the ability to harm and possibly Exorcise Noah.
Energy Blast: The Earl can create a black energy ball that will engulf the entire area. This is large enough to take out an entire castle and leave the ground smooth black glass after its wake. Though, after the fact he seems a bit ill.
C. [character personality]:
To sum it up the Earl is evil, jolly Santa Claus at the head of a dictatorship. But let's break it down to see what makes the man such a ball of smiles.
The Earl is old. He's seen the birth and death of many, many millennium. Time has made his perception skewed on haste. What can't be done today can be done tomorrow or a year from now. However, this isn't the same as being a procrastinator. The Earl is a bit on the dramatic side. He wants to set up a thousand or two colored dominoes at once and tip them at just the right moment for the greatest, well planned outcome like a bard's tale. This is his one grand play. He alone knows the story, his allies and foes the actors, and the whole world a stage. He will wait patiently, plotting, and scheming until everything is just right before displaying his hand. Very few things he does are without reason.
As main evil villains go, he is a rather cheerful fellow. The Noah, the enhanced humans who follow his command, he is generally fond of. He treats them like any grandfather would. He chides them for being lazy, but even helps Road every once in a while with her homework. He even went as far as to save one of his own from death, but he did leave another behind to die so it appears as if he does have favorites. He even adores his Akuma in a sense. He considers them his darling puppies more than anything. To his enemies, he just greets them with a smile. He thinks little of them save for a few, but is generally polite and of a good nature when he sees them. There are rare occasions when he does get angry though. When his plan gets thwarted or something goes terribly wrong, but he doesn't retaliate in anger. He gnashes his teeth and schemes again putting everything to his advantage before showing his hand.
However, he is very much the ruler of the Noah. He is the top of the food chain and none of his underlings will question that. He is the Millennium Earl, the Maker of Akuma and the target the Black Order is trying to defeat. His Noah come and go after generations, but he has been the constant player in the game.
Also, he is a bit on the evil side. Not many people can willing take a dead soul and shove it into a mechanical machine with a smile. Not many also pray on the poor fortunes of others as he can. The misfortune of others doesn't bother him. They further his goals instead.

Good evening, my young men and young woman. It seems I find myself in a place requiring assistance. Can I interest a kind soul to come and help me? I assure you, no good deed goes without gratitude. ♥

The Earl made his rounds across the globe, gathering information from those who he employed and offered riches in exchange for leads. He was searching for tragedies. The more heart-wrenching, the more tears spilled, the more dramatic, the more attractive they were to him. To create one of his darling Akuma, he needed a human soul called back by a loved one and bound to a machine to live in eternal torment. They were his darlings. His pets. His adorable army.
Three woman caught his interest tonight. Each had a husband die dramatically and suddenly. Their sobs were full and their hearts empty. Even the closest of family and friends could not console them. The Maker watched them from the edges of grave sites and through windows. Now was too early. Their sorrow was not ripe for the picking. So he waited and returned to his own family to attend matters.

Today only twelve were present at the long dining table. His fellow Noah, his brothers and sisters, those chosen to protect him chattered away at each other. Sometimes arguing. Sometimes arguing over the cuisine. He watched them with that ever present smile and gleam in his eye. Most of them were so young and recently awakened. Each one grew and developed at different speeds. It was never to be rushed for that ended in failure more than he'd like to admit.
At one time, the dining table only held thirteen seats. Two rows of six with the Earl sitting at the head. Then another came along unexpectedly, and they added another chair to the end. To his left always sat his most faithful. His dearest and eldest, Road, who was the only to survive the betrayal that killed all but him. The chair occupied by the traitor that had killed all but the two of them. The chair that lay vacant to his right. He had caused so much pain to him and the others. Such a burning pain in his chest that flared to life. How he hated him, but loved him at the same time. The knife cut deep for it was a betrayal he had never expected. The empty chair should have be burned, discarded, and forgotten after the ordeal. For no one betrayed this family. No one left such scars. These special chosen among humans to be something more, something grand. How dare one of theirs not only try, but succeed at such an act. But even after time passed, the Earl never removed it. It sat there gathering dust. No one ever mentioned it to his face.

By the time the third night passed, he had discarded two of the woman as possible candidates. Mothers and children, friends and preachers had all consoled them into a manner where they would no longer be useful to him. Ah, but the third, the third held promise. So he approached her during the night as she cried tears by the fresh dirt and flowers covering the grave. The Akuma body appeared behind him. A grotesque play on a punch out model given a human form.
"Oh, good evening. ♥ This is the body I have created. It takes a soul and revives it. You can take back your loved one from that hateful God. However, your cooperation is needed, you see... Call out to your loved on with your loving bond. ♥"
The woman should have been horrified by the offer, but she wasn't. She took it with open arms. He'd been giving the same act for seven thousand years. His skill tuned and honed over time. Rarely did the Millennium Earl find someone unwilling. He watched with glee as the soul came back. He even laughed that jolly sound as he ordered the Akuma to kill the woman and use her body as a skin. The Akuma knelt before him with loyalty and a lust for death in its eyes. He patted its head. He'd done the act countless times before. Each Akuma he created was a prop to the play. An important part of his goal. The actors had been declared and while their names had changed over their years, their roles never did. The play was scripted, and he alone knew the ending. Even if they the other actors had learned, their actions could not change the plan he had been putting into place for thousands of years.
He never questioned if what he was doing was right. Never gave it any introspective thought. Never changed the plan. As days turned into months turned into centuries and finally into millennia, the task was always the same. The end goal was firmly in mind. It was as it always should have been. His masterpiece. Bringing the world to a place where it should be. A place of his choosing. A place where everything was right.
He was going to silence a god.
