Summary: He allowed them to exist there, because they were his, made from him and they should survive in something that so closely resembled his heart.

The forest around the black mage village might have thrived at one point, so much so that spanned a bit of the continent, but now it was nothing more then dry timbre waiting to be burnt. While the sky was still blue and fathomless above it, the ground to which the roots dived greedily into was nothing more then dry sand. It was here Kuja decided to allow his Black Mages to retire, even though they did not think him wise to such a place. They thought their mere illusion would keep him ignorant when he was the one who had given them life and knew how they thought. While it may seem cruel, and on some level it was, Kuja thought where they chose to hide was perfect, for them especially.

They were no life entities and while they had a semblance of a soul, for they had their own opinions and choices, they were still merely a made necessitate. It was this cold and unfeeling reflection that remarked its perfection to the dying forest, but they lived in the heart, where some green still flourished. While he, when he visited calmly and unaware by the masses settled unremarkably upon a sturdy limb on the outskirts of the village and ever deeper into the dead lands. The winds were still and there was an eerie whistle across the barren tree-tops.

Perhaps the main thing Kuja liked about this forest, other than it showed the other side of life, the part he was most known for, was because it was dead. It had no reason for being other than to be, much like the genome himself, and that might have been an illogical match, it was true none the less. So, Kuja drew parallels for he was paradox in and about himself, but his alias was the Angel of Death, so death is what he sought. The forest may be bleak, cold, and empty, but he allowed them to reside there safely in their ignorant knowledge because those black mages are his alone. As such when this planet falls to Terra, and the rest of the world resembles this forest, they will be safe, for Terra cannot take life that isn’t there. So, the black mages may think him evil and despair that he even brought them into existence but none the less he allowed their existence. They may continue to hate the reflection the forest brings, and the ironic picture that it is, because supposedly this forest is as dead as his heart.
