I thought about The Cold for a bit. While that is a much-beloved episode, and a fine one, it lands somewhere in the 11-20 range for me.
Stackhouse is a great choice! There are so many episodes from the first two seasons that could make the cut: Somebody's Going to Emergency; 18th and Potomac; Bartlet's Third State of the Union (either part, really); What Kind of Day Has It Been; Let Bartlet Be Bartlet.
I also really like H.Con 172 from Season 3. Bartlet For America was amazing, of course, but the storyline wasn't resolved there. I think H.Con 172 is underappreciated because while it's quite good, it's an unavoidable letdown after all the brilliance in BFA.

I agree about H.Con 172. It's one of those episodes people tend to forget about, but it's very well done. I also love Ways & Means and War Crimes from season 3. Oh, and Guns Not Butter from season 4...and...well, I could go on and on!
