Since I am staying with my parents, my formerly inside-only cat is now inside-outside because when he gets all batshit, my dad can't handle him and puts him outside

Hmm, maybe you could try taking him on walks with a leash? Some cats like it.

I have tried doing that. It was a disastuh. He just flopped around like a dying fish. On the upside, it was hilarious.

Yeah, the one time I tried it, the same thing happened. XD They have harnesses though. Those are supposed to work better. Then at least if you try to pull him along to get him to walk, you won't be choking him.

Keep trying the walks. Don't try to aim him in one direction or another, just let him do what he wants to do, sans street-crossing, of course.

Do you have a fenced-in yard, or is it open? If he's getting out by jumping the fence there are steps you can do to make him stop.

I've also heard that planting catnip and wheat grass and getting something like a birdfeeder will keep a cat in the yard more.
