Woah, Feli's uniform is a RSI uniform? That's *very* interesting! It would have never occured to me, since I know nothing about Italian uniforms.

I though so because I saw a pic of RSI soldiers wearing something like his uniform... but now that I checked it seems he is merely wearing the uniform of the Milizia Volontaria per la Sicurezza... better known as blackshirts. For a pic see here or here or here. You can see also how Feliciano is holding the pugnale fascista (Fascist knife) the MVSN used. The color of the uniform is wrong though... since the MVSN had the typical colour for all the Italian uniforms, grigioverde or grey-green while Feliciano's uniform here look brown...

Oh, so that weird knife has a particular meaning! I just thought it was a very odd way to draw a knife.

Yeah, his uniform does look a lot like these! There's even that ribbon thing Feliciano wears in the one picture, though his is red.

Maybe he changed the uniform's color because he thought a completely realistic blackshirt uniform could offend people?

Yep, that uniform even included the same hat Feliciano is wearing (see pic) though Himaruya-san didn't draw the eagle on it...
The knife should have been used by the MVSN because it was one of the symbols of the Arditi (Mussolini liked to recycle symbols of everything Italians had liked....) but I might be wrong.
It could be he had to change the uniform color to play safe... Even Feliciano's usual uniform is in blue when common Italian uniforms are in gray-green...
