That /is/ strange--they're talking waist, not hips, right? I mean, it's kind of cool the women are getting a break on that kind of standard, but since women are, on average, smaller than men (and Japanese are smaller than Americans, on average, AFAIK), the guidelines seem seriously skewed.
And allow me to just say that the island of Japan doesn't deserve you. ;)
