Call the cops or ASPCA, tell them you had been warned before about one of your neighbors kidnapping cats... and that neighbor called you to tell your cat was dead, after your cat disapeared. Tell them you just want to have the chance to talk to her, and them do a search in her home with you, to see if you can find your cat there.

At least, the ASPCA TV show on Animal Planet, showed us that at least, in the US, that's possible, ASPCA has a partnership with the local police force, and thus, agents are cops, and can act legally if needed to. And it sucks that we don't have it here in Brazil. But if you do, use it. And do it in all legal ways necessary.

You should have asked for the remains for said dead cat. And insisted. And insisted.

Everyone else who says "call the police" is right. A cat is considered a belonging, and if she's keeping her/it against its will, it may not be kid(cat?)napping but it is stealing from you.

Is Miss Atchoum registered?

Also, need some muscle to knock on her door? Okay I may not look like much in that department but hey, what's a cat lady gonna do, right?

Latest development: When I asked her about the cat's remains, she said that she had called the city so that they'd pick her.

I'm calling the city tomorrow to see if there is any trace. And yes she's registered.
