Well, one of the canon worlds where Psi powers are openly practiced and used has a collective Urge, which ruthlessly supresses dissent and occasionally manifests horrible things.
You might also want to throw in exploitation of sentient but nonvocal native aliens as workers and beasts of burden.
The average person on the street is likely to go around with a point of Urge, as I understand the Second Republic. This does not make it a nice place to visit.
Hmmm.... this depends on your interpretation of the cosmology. As it's not clear what urge is, or where it comes from or if it can affect non-psychics I'm not quite sure how to use this idea.
Good point on the state suppression of religion. The orthodoxy effectively does that already so it's not creating much of a contrast to the known worlds.
I don't think the income disparity can get worse than neo-feudalism.
One point I haven't used is that the Vau gave the humans the jumpcode (via a very indirect chain of events) therefore something here has to have catastrophic consequences for humanity (or at least its unity and military power).
Unfortunately the campaign never got that far. The jumpgate key to this planet ended up being used as a McGuffin for the party to find and fight over but they never did actually make it off world.
Instead they spent most of their time fighting a bunch of Ur-Ukar cultists hoping to steal the planet's world egg and consume it so they could finally get their revenge on humanity and the Ur-Obun.
