I believe you suspect as I do that the Orions aren't quite finished yet.

They put a great deal of effort into their operation on the Enterprise.

Yes, they did. So it would be logical to assume that they wouldn't give us so easily after expending such effort. It would also be logical to assume that they'd have a Plan B, so to speak.

Yes, he most certainly can be. If he can persuade the Aurelian Ambassador, we'll be close to the two-thirds vote needed for admission.
