Do you have an idea of a building that can be easily fortified? My inclination would be towards the high school, as it is large enough to accommodate many people.

However, the individual apartment buildings tend to serve as the city's fortresses, so I imagine most will be securing themselves in their places of residence.

The high school would be the obvious choice; however, I doubt these whining brats would listen to anyone who attempted to herd them there, even if it were for their own safety. Is there a possibility to help fortify the apartment complexes?

Possibly. Gohl and Horton maintain guards, and so those are probably the most secure.

I am uncertain about Latimir and Marshall, but there are a number of capable fighters at each that could maintain some sort of guard. I will see if I can contact the residents of each to ask. And if not I may be able to persuade some to evacuate to the high school.
