It definitely could be. ivorygrace7 suggested a cooper's hawk. I think it looks most like the Cooper's hawk. But ya, I think it's definitely a hawk... the curved beak etc. I don't remember ever seeing a hawk in the city before. Did you see them in the city when you lived on the prairies?

It's lighter on the underside. But I think the Prairie Falcon is too light all over to be the same one I saw.

My neighbors are arguing whether it's a falcon or a hawk. I posted a new perfectly clear photo... tell me what you think.

I think that it is a Cooper's hawk. The tail looks fairly skimpy so I think that it might be a juvenile.
