Yes and no. Victoria and Vancouver are not known as French-speaking areas. However, Francophones, French-speaking immigrants and francophiles can be found throughout Canada. I live in Alberta, which is also not a French-speaking area, but there are about 30000 Francophones (French-Canadians living here) and innumerable Francophone immigrants. I work in a bilingual call centre and easily half the staff speaks French.

Also, the French consulate is in Vancouver.

Lol, I was just about to answer this, but I'm glad you beat me to it, because your answer is a lot more informative than mine was going to be.

I spend all day every day (at work) speaking in French. Today, I called someone in western Canada and started leaving my message in French, before realising that it was an English call. *facepalm*

I have or had French-speaking colleagues from eastern Africa, western Africa, Mauritius (island to the south east of Africa), all over Canada, Rwanda, France, northern Africa, Lebanon, central Africa, Poland. And then, there's me, the anglo who speaks with a French accent.
