~*Magical*~ abilities and strengths:
Luffy ate a devil's fruit which, in the One Piece world, grants people who eat them a power at the cost of being able to swim because those fruits are the 'sea's treasure' and once you've eaten one, she hates you forever. He got the rubber fruit, so Luffy's entire body took on the properties of rubber. He uses his rubber powers to boost his attacks, be immune to electricity and warp his body into cool shapes. He can also stretch his limbs huge distances to grab, punch and hit things he wouldn't be able to hit otherwise. The only limit to these powers is the users' imaginations, so make of that what you will.
He can blow air into his bones (IT MAKES SENSE IN CONTEXT) and make his limbs enormous and then use it to hit people really really hard. He also has another power called 'haki'-- which is sort of the OP world's version of spiritual energy. It's more like the expression and imposition of a person's will on other living things. He has what's called the 'king's haki', which he can use to knock people out just by staring at them. It takes enormous strength of will to be able to withstand powerful haki.
He's mastered his haki by the end of the timeskip. There are other kinds of haki, but I won't get into that here.
How would they use their abilities?: Mostly to help people, have fun and find his crewmates!
Appearance: Luffy is average height, lanky but built. He has a scar under his eye, constantly wears vests and shorts with his sandals and medium-length unruly black hair. He looks unassuming and friendly, but don't assume that means you get to mess with him. He always, always wears a straw hat.
Background/Personality:
Oh boy. I'll start with personality.
Luffy's a nice guy! He likes people and he likes to help people and he's not the book-smartest guy ever, but he is intuitive and creative. It just doesn't really show. He's immature sometimes-- FRANKY'S MECH UPGRADE? STARS IN EYES!!-- but when he gets serious, Luffy can be terrifying. Things that piss him off? Hurting innocent people, betraying your own crewmates, hurting his friends-- that last one would earn you the beating of a lifetime, actually.
Possibly his most dangerous aspect-- the part veteran pirates take note of-- is his magnetic personality. He's charismatic, earnest and straightforward, easy to trust. He draws people to him because he's got a good heart and a lot of determination. He puts other people before himself-- if someone's hurt or in danger with him, he'll make sure that they're safe first.
Luffy is everyone's friend until they prove themselves to be irredeemable monsters. Shanks once said-- right in front of him-- You can make fun of me and do what you want, but don't you dare touch my friends-- something to that effect. That's pretty much stayed with Luffy his entire life and shaped his philosophy. Well, what passes for a philosophy, anyway.
One of his defining characteristics is that Luffy wants to be pirate king. The most famous, powerful and rich of all the pirates, but he wants to do it for the adventure rather than prestige or fame. It would be really cool if he could find the legendary treasure, wouldn't it? He didn't even want to know whether or not the one piece (the treasure) was real or not because it would ruin the mystery.
Luffy doesn't have a lot of self-control. He indulges in his wants and what he wants most often is food! Meat! To have fun! He's decisive, though, which can cause some trouble because he doesn't hold back and he doesn't think over his choices very often. Luckily, his gut instinct usually leads him in the right direction. He acknowledges that on his own, he isn't smart or very skilled and would likely die on the sea if it weren't for his crewmates-- holding him back sometimes and watching him run wild others. Sometimes with a smile, sometimes with an expression of abject horror.
He might be confident in himself and have faith in his friends' strength, but he's far from arrogant. He leaves that to Zoro. Luffy's also nearly impossible to keep down. When he wants to do something, no matter how many obstacles get in his way and no matter how many people are trying to stop him, he will, somehow or another, stand back up and keep plowing forward. Now, this isn't always successful, and he needs a lot of help along the way, but thanks to his charisma, some backup and lots of training, Luffy's an impossibly resilient individual, both emotionally and physically.
He's also not as naive or as stupid as he seems (though he is pretty stupid)-- he's simple-minded, sure, but he's also a hell of a lot more insightful than people give him credit for. He's not 'too dumb to fool' (he's pretty easy to fool in most circumstances) or anything, but Luffy's able to think out of the box in a lot of essential ways. Or he'll just kick the ass of whatever is in his way.
Alright. Now background (I really can't just link the wiki?). I'll go chronologically by people so be prepared for spoilers. IF YOU DON'T WANT TO HASH OUT THE ENTIRE SERIES, YOU CAN SKIP THIS ENTIRE NEXT PART. Luffy's father is a world-famous revolutionary criminal called Dragon, whose father is world-famous former Marine vice admiral Garp.
AGE OF SHANKS:
The first time we see Luffy is in a small village in the East Blue (the world is split into four oceans; East Blue is generally considered the tamest). He stabs himself in the face under his eye to convince Shanks (a man who later turns out to be one of the most powerful pirates of the age) to take him to sea with the rest of the crew. He was 7. He didn't get to go. He also happened to eat the devil's fruit that Shanks and his crew were saving to sell later, gaining the bility to stretch. So there's that.
Later on, when Shanks comes back to the island after his final trip, he comes upon a bunch of mountain bandits beating Luffy up for yelling at them for insulting Shanks while he's gone. Shanks threatens them (well, more things happen, but Shanks is basically the biggest BAMF and he threatens them) and the mountain bandit kidnaps him out to sea in a little dinghy. He throws Luffy out of the boat just before he gets eaten by a sea monster (not out of kindness, he actually wanted to drown the poor kid) and Luffy can't swim-- fortunately, Shanks snatches him out of the way and loses an arm in the process.
Shanks passes his hat on to Luffy (that trademark straw hat, and it turns out it used to be the old pirate king's-- Gold Roger-- before he was executed!).
SABO:
Now Luffy gets moved to live with a band of mountain bandits led by Dadan (a women who Garp blackmailed into keeping Ace and Luffy), who Garp had left Ace (Gold Roger's son-- it's a long story I won't get into here, but basically he's raised by the bandits and very good friends with another kid called Sabo) with some years earlier. They don't get along and Ace and Sabo are hoarding gold to buy a ship and become pirates with. Eventually, Luffy impresses them by refusing to give away where Ace and Sabo's treasure is, and they have a drink and seal their bond as brothers. He's a little annoying and a tagalong crybaby, but under their watch (and Garp's training from hell), he grows up strong.
Things happen and Sabo gets taken back to his family, the mountain around the town they were living near was set on fire, Sabo leaves on a boat to begin his pirate career but he's shot and wrecked by world nobles (who aren't very strong but powerful and YOU DO NOT WANT TO MESS WITH THEM EVER), and Luffy and Ace both think he's dead. Ace is now Luffy's only brother (though Sabo is probably actually still alive) and Ace's arm tattoo says ASCE with the S crossed out. We know NOW anyway that that's in Sabo's honor.
ANYWAY. Ace sets out when he's 17 and Luffy's 14, and he's got a story and a long past I won't get into here, either.
EAST BLUE SAGA:
Luffy sets out when he's 17. Lots of things happen and basically he meets Roronoa Zoro, who's a famous bounty hunter and wants to be the greatest swordsman in the world. He bails Zoro out of trouble because he killed a rich spoiled brat's dog who was threatening a little girl, and then he got arrested and tied to a pole. He didn't eat or drink for 9 days when Luffy meets him, and joins Luffy's crew after being impressed by him. He also happens to help out a kid called Coby who wants to join the marines get out of service of a crazy lady called Alvida.
They move on to a village that's being terrorized by Buggy the Clown, and Luffy meets a dog who's protecting a pet shop left by the owner. Here's where he meets Nami (she wants to map the world)-- lots of things happen (I'll be using this a lot), but basically he beats Buggy up and he convinces Nami to travel with him for a while. He insists that she's his navigator, but she disagrees and says she hates pirates for reasons I'll get into later. They run into a man who's been stuck in a box for 20 years on another island called Gaimon. Luffy invites him into the crew, but he insists on staying on the island.
Then they get to a place called Syrup Village. Usopp is a kid who's known for lying in his village and he's totally into this girl called Kaya whose butler is actually a bad guy called Kuro who plans to kill her and take over her estate. He wants to grow up to be a proud warrior of the sea!! Whatever that is. Luffy, Zoro, nami and Usopp get rid of him, and Kaya gives the fledgeling crew a ship called the Going Merry. They run into Zoro's old friends-- Johnny and Yosaku-- and proceed to an oceangoing restaurant called the Baratie.
Luffy meets Sanji, whose dream is to find the All Blue-- an ocean where all the fish in the world gather-- but he wants to stay with the restaurant because the owner saved his life when he was younger. Luffy is impressed, and invites him to join the crew. Sanji rejects him. Sanji saves a guy called Gin from starvation and Gin is part of a crew of pirates under the command of Don Krieg, who's an utter bastard, whose fleet Mihawk carved up. Zoro runs into Mihawk, who's the best swordsman in the world, gets his ass kicked, then gets taken by Johnny and Yosaku to get treated. Luffy beats Krieg up, they leave and Sanji joins the crew.
Nami's taken off with their ship to go back to her hometown where a fishman pirate, Arlong, has ruled with an iron fist for the past-- what, 7? 10? years? She finally gets enough money to buy back the village from him (as per the terms of an agreement they made years ago) and then he bribes marines to seize the gold she's gathered. Nami's furious and sad, and things basically happen with the rest of the villagers and her sister, and they've all been silently supporting her for years and then Luffy steps in and he's PISSED THE HELL OFF at Arlong because he made Nami cry.
Nami finally asks him for help, he beats up Arlong and then Nami officially joins the crew.
Alright, so basically? TONS OF THINGS HAPPEN. 600+ chapters worth of things. They go to Loguetown, the town at the entrance to the Grand Line fight people (like Buggy, Alvida and Smoker, who's a marine captain), run away and reach the Grand Line, which runs along the equator of the world and is a place where the rules of nature are pretty insane.
GRAND LINE SAGA
They meet a whale called Laboon & a man called Crocus at the entrance of the GL, detour to a place called Whiskey Peak where they first encounter an underground criminal organization called Baroque Works and decide to help a princess called Vivi save her country. Then they reach Little Garden, an island inhabited by two giants (literal ones) and make friends and fight BW. They reach an island called Drum Island, things happen and Luffy beats up a guy called Wapol and they pick up a reindeer who's actually a doctor who's actually totally adorable called Chopper. (Chopper wants to find a panacea).
And then they move on to Alabasta, a desert country and Vivi's home, and they have to stop a rebellion orchestrated by a guy called Crocodile who's one of seven pirates authorized by the World Government to do whatever the hell he wants. They're called the Ouka Shichibukai, or seven warlords of the sea. They travel all over the country, stop the rebellion, Luffy takes Crocodile down and then save the country because a two-year drought had actually been caused by Crocodile. Post-Alabasta, Nico Robin, who had been Crocodile's right-hand-woman, who had actually been steadily sabotaging him since the beginning, invites herself into the crew.
The next arc is Jaya and Skypiea. Going Merry gets shot up into the sky on a giant stream called the Knock Up Stream after the crew's brief stint on an island called Jaya and reach a sky island where they encounter a guy called Enel who's OFF HIS FUCKING ROCKER and just happens to be insanely powerful. He's made of lightning. He tries to destroy the sky island, but Luffy's rubber and immune to electricity and with a lot of difficulty, KICKS HIS ASS.
There's a short arc with a guy called Foxy, but he's important because after they get rid of him, they run into an admiral called Aokiji, who curbstomps the entire crew. They move on to Water 7, where Robin mysteriously disappears because her past as a fugitive was catching up to her and-- BASICALLY LOTS OF THINGS HAPPEN but their ship is breaking down and Luffy decides to get a new one with all the gold from Skypiea. Usopp lost most of it to a bunch of thugs whose leader is Franky, who was the student of one of the best carpenters in the world. He gets into a fight with Luffy, then a physical fight, then leaves the crew. Luffy leaves him the decrepit Merry.
ANYWAY, Robin agrees to leave with CP9 if they leave the SH pirates alone-- a WG covert ops group because she can read PONEGLYPHS which are historical records from a lost century written on giant blocks. THINGS HAPPEN and the crew chases her down to the CP9 headquarters called Enies Lobby, with Usopp dressed as a hero called Sogeking. Now Luffy's PISSED OFF. AGAIN. They go through a whole long process and Luffy finally manages to face down the CP9's leader, Lucci, and they duke it out but Luffy wins in the end and then they need to escape the island because the WG initiated a Buster Call on it, which is when a bunch of marine ships just BOMBARD AN ISLAND OFF THE FACE OF THE PLANET.
The Going Merry arrives JUST IN TIME to save everyone, piloted by the spirit of the ship itself. Uhhh, it falls apart finally and they give it a viking funeral in the end. Franky builds them a new ship and joins the crew after having been through the fiasco at Enies Lobby with them.
So Robin rejoins the crew, finds her place, and then they all head off to the Sabaody (pronounced shabondy) Archipelago, which is the place just before the Grand Line. But first they find a deserted ship except for a living skeleton called Brook (LONG STORY) who lost his shadow. They go to beat up Gecko Moria, another one of hte warlords (Shichibukai, actually-- 7 warlords of the sea) on a moving island called Thriller Bark. Brook is the only remaining member of his crew, and was a friend of Laboon (do you even remember this far back?). When they get Brook's shadow back after kicking the crap out of Moria, Luffy invites Brook to join the crew.
MOVING ON. They run into an old enemy-- Hachi, who used to work with Arlong-- and basically THINGS HAPPEN and they make a new friend. Luffy meets Gold Roger's first mate, Silvers Rayleigh, who coats their ship so they can use it to go under the Red Line to the Fishman Island, which is an island under the strip of land running perpendicular to the Grand Line.
ANYWAY, they get their asses kicked at Sabaody and then blown to different parts of the world by another Warlord (remember Mihawk? Crocodile was one, too), Kuma, who's actually sort of on their side but converted to a cyborg with no recollection of his past and personality. Luffy breaks off to have his own adventure-- he ends up on an island of women, Amazon Lily, meets the empress (YET ANOTHER WARLORD) Boa Hancock and then befriends her. She falls in love with him, and he decides to save Ace (who had, at that time, been captured by Blackbeard and was due for execution) so she helps him out.
He ends up breaking into the maximum-security prison, Impel Down, meeting lots of old enemies and new allies (Buggy! And Crocodile! And lots of others!) to save Ace, just barely missing him at the bottom level, then breaking back OUT to save him at Marineford, where Ace's captain, Whitebeard, is already headed. So there's an epic battle at Marineford. Ace dies saving Luffy after another admiral insulted Whitebeard and he turned back, Whitebeard dies when Blackbeard (the guy Ace had been chasing, who had killed a crewmate for a devil fruit) and his crew attack him, but not before laying waste to Marineford for Ace's death.
Luffy BSoDs, is saved by Jimbei (whom he had befriended in Impel down and is YET ANOTHER warlord) and Trafalgar Law (who is a doctor and fellow pirate, who he had met at Sabaody) and then ends up back at Amazon Lily to flashback to Sabo and be completely and utterly depressed for a while.
Jimbei reminds him of his crew, cheers him back up and then Silvers Rayleigh decides to train him and his haki. For two years. Luffy gets the message out by trashing Marineford and writing a message on his arm out to the crew to meet again in 2 years back at the Archipelago. They meet up again, beat up some impostors and then GO TO FISHMAN ISLAND.
THAT'S WHERE OP IS. CUE NEW WORLD SAGA.
So yes, Luffy is a cool guy who's been through a lot.

3rd person sample:
Luffy's not LOST-- or at least he doesn't think so because to have to be lost you kinda have to know where you were going in the first place, but without his crew, he's not looking to be in any particular place. The ship was pretty big and if he got close enough to them, he'd be able to 'hear' them (really-- how long could Zoro stay in one place without stirring up some sort of commotion? what a troublemaker!) but he hasn't in the couple weeks he'd been aboard.
They'd show up, though-- slowly, but eventually. Luffy really doesn't think that the world getting blown up is really a reason for him to be separated from his crew, and they've all gotten strong in the last two years. He's not worried. Not at all.
But it's so BORING without them-- Luffy's been making new friends and all, and some of these people are really cool! But it's slow going to get a ship, and he wouldn't know how to get around on one anyway-- Nami's his navigator and Franky and Usopp are the ones who know how to do things with machines. He just BEATS THINGS UP and tells the crew where to go.
Luffy stops in front of a massive window, sits on the rail in front of it-- the middle one-- while he folds his arms over the top and lets his chin drop on top of them. It's when he notices a couple people staring as he passes by that he grins back at them-- and starts walking towards them while they back away. He's got some time! Why not make a few new friends?
