I've been watching the World Cup recently and noticed that there's so many poor umpire decisions. They completely fail to spot obvious foul play and they seriously need to carefully consider who and what colour card they give out XD

There already kinda is a system in place where the referee can ask the opinion of others on fouls as he can ask either the assistant referees (those running the lines) or the fourth official (the one on the sidelines who manages the substitutions and time keeping). They usually have some sort of radio communication between them all.
There's been a lot of debate about using video replays though. It's never been implemented because it'd ruin the flow of the game. Plus, as much as football fans complain about the referee, secretly, they kinda like doing it. Even if the decisions are going against their team.
Yeah, I know but that's what makes the game so primitive as compared to others. But I wonder which is more important: the actual correct decision or what the dude with the whistle says is "right".
Further, I think it's really stupid how time continues during substitutes and injuries. They should really stop the play since time is so precious in the game. Sadly, no matter how much I whine over it, it's never going to change :(

They do stop the clock during substitutions and injuries. That's why there's always at least 2-3 minutes added onto the 45 minutes.
I haven't seen as much as I'd have liked because of the time difference (I'm sure you know about that too!). Honestly, the refereeing decisions haven't been that terrible. There's been some wrong ones but no real howlers yet like there has been in the past.
Most teams and fans are accepting of wrong decisions because they tend to even themselves out over the course of a competition. There may be decisions given against you, but later you'll get decisions given for you. It all balances in the end.
Hmm...I guess so but it's still at the discretion of the umpire and his side-boys :(
Yeah, I know what you mean. I've watched several games, mainly replays of the games broadcasted at suitable times and highlights. At the moment, I've seen some pretty bad calls and lots of cards over bread and butter situations.
Hopefully, the umpires will, as you said, balance it out and try to redeem themselves of their iffy decisions.
