Staying with Ukyou's characteristics of causing drama, I've had the idea of him causing some canon-related drama in the port.
A quick run down of the basics of the plot:
Ukyou is affiliated with AGI, heavily involved in slaves and money laundering. He has been able to win the hearts (as they say) of some of his own slaves, offering them better working/living conditions with him, if they willingly sign a contract that gives Ukyou permission to use them as human experiments.
The experiments will involve making the Nobuseri from his canon Samurai 7, so that Ukyou will be able to secretly control them, having them destroy small parts of the port, reap money, goods and women in places. Staying with his canon, Ukyou will be offering the people of the port a way to rid themselves of the Nobuseri, for a fee of course. He'd be in full control of sending the Nobuseri out on rampage and offer help to reign them back in, acting as a saviour.
Ukyou will be kidnapping/bribing a NPC from SERO to assist him and make the Nobuseri for him, seeing as they are mechanical in shell. I can have him use other AGI players to help transfer the souls of his willing slaves into the mechanical bodies, and program them with Samurai skills. AGI will be gaining some of SERO's technology out of this so it may spark of more drama between the two companies xD

"Nobuseri (野伏せり?)
The Nobuseri, or bandits, are former samurai who have converted their bodies into large fighting machines during the previous war. Because they were bought out by the emperor, they rob farming villages of their rice, and occasionally women and children for the capital. Ukyou later orders the court physician to remove the bandits' souls, so they will be nothing more than mindless machines, accepting orders only from the emperor."

The Harvesting Nobuseri, is basically just the mothership that collects the stollen goods. The Iron Bin will be the more common one that I will have Ukyou make, they can be produced in drones see, and are easier to destroy. Thunder and The Red Spider are the ones that will cause the most damage. They are the heavily armoured Nobuseri. Think of a Gundam, or even an Angel from Evangellion, but for the purpose of the game, they will be remotely smaller. They do have the ability to re-build themselves to a point and can harbour a vast arsenal of swords and guns.
Here is a video from Samurai 7 with a few scenes of a Samurai fighting different kinds of Nobuseri, to give you an idea of the scale and size of them.
