It sounds like it was handled really irregularly. If they do try and ticket you after the fact, you could probably show up on the court date and get it thrown out based on improper procedure. Do a little research before you try it, though, since I'm not entirely sure.

Kind of reminds me of an incident a couple of years ago when I was walking my dog and an undercover cop drove past and then stopped me because he saw me smoking a cigarette, never asked for ID, just my phone number, called my house and told my parents he saw me smoking and blah blah blah all these things were gonna happen to me...My mom called him a dumbass, told him i was 19 years old and that he probably should be doing something more productive than harassing young girls in the middle of the day.
Actually my mom called the police today to yell at them for waking them up at midnight to talk to their 23 year old daughter who just worked all night, about a dumb ass who road raged me home.
