The Situation: (aka: Answering the 'W' Questions)
On November 8th, 2006, a man exploded in the middle of New York. He killed millions of people, and New York is still recovering. The world knows the exploding man as Sylar, who disappeared after the explosion.
But that's not quite the real story.
Billions of dollars have gone into government research to 'cure' evolved humans by order of President Petrelli; but their numbers are increasing every day. Ever since the explosion, they have been seen as too dangerous to run free, even those with harmless powers. But evolution is a difficult thing to cure. The more violent evolved humans become known as terrorists; prime targets for the Homeland Security.
The Linderman Act has been holding strong since 2007. Put in place to limit the threat posed by evolved humans, they are subject to random blood tests, curfews, rules that normal humans don't have to follow. But that's only for those unlucky enough to get caught.
Ever since President Petrelli was seen flying from the Explosion Memorial, the media has been in a frenzy. The official story is, a few days earlier, the President was killed and that it had something to do with evolved terrorists - he was mimicked, and the flying was a trick by an impostor.
That's not quite the real story, either.
These days, evolved humans have to be smart and hide their powers well. Hidden from the eye of the Homeland Securities are evolved-friendly communities; bars, shops, cafes. Run by the evolved, for the evolved. Hidden underground or in the shadowed back corners of alleyways, where everyone treats everybody else with a mixture of solidarity and suspicion. But the open street is still any man's land.

Seeing as this is an LJ RP, it's not instantaneous. People do have lives, and they might take a while to write, so don't expect instant replies to tags. Muns can take however long they need to finish a thread!
Technical Stuff
RPs can be labeled as 'Closed', 'Open', 'Semi-Open', anything. Closed RPs are for characters only by invitation. Open RPs are for anybody to jump in. Semi-Open RPs would be, for example, holding an RP open to anybody likely to be in a specific bar.
One-Shots are equally welcome - if you want to write what your character does that day, or thoughts, etc., then post them labeled under 'One Shot'. Obviously, it's a closed RP that nobody can reply to.
All communication doesn't have to be solely character-presence based RP. It's the modern world, there are such things as email, faxes and phones. Feel free to have a post entirely for sending an email/fax/so on to another character. Just label the post as 'Email to (Character)'. Hell, go wild, even include the email address, subject line, whatever you want!
Want your character to have a job in New York? Go ahead; make up a bar, or an office company, or a sports team. Don't go hugely overboard and make them Vice President (unless you have permission), but it's New York - you can make up anything!
Character Rules
Though this is set in a Heroes situation, any fictional character is welcome! Of course, fictional character meaning any character from books/television/movies/comics/etc. Original characters = nope.
If the character you're thinking of playing has close connections to a character already in play, it's a good idea to contact the mun first, just to give them a heads up!
And it's generally a good idea to ask if the mun of a character wants to do an RP. Nobody likes being forced into these things!
No Godmodding. In other words, don't have your character throw a punch and make it hit - that's the other muns decision. Don't hear thoughts (unless you've been given permission, and your character is telepathic). Don't write actions of characters that aren't yours without permission.
NPC's: NPC's can be freely written into posts or tags, if they're needed or otherwise useful. But they can't have huge character involvement. Say, NPC's are fine your character wants a bartender to order from, someone to look at, soldiers, government goons or someone to kill. But they cannot be a best friend, a lover, or a fictional character that actually does exist (say, someone's mother).
