OHSUs current strategy for cullling the budget of excess workers without paying for layoffs seems to be driving people away by lowering moral, and finding excuses for terminating people in loopholes in the contract and infractions that would normally be considered minor: normal human error that has no real dire consequence.

I hope you have your union reps on speed dial, and email contacts at home. There are some EXCELLENT flma lawyers in portland, not something to be screwing around with.

Our Union, AFSME, is currently demonstrating how well they can roll over and play dead for the Administration, reminding us we are lucky we have jobs. Last month they sent out a poll asking whether we prefered Lay-offs or shortened hours. There was no option on the poll for "Fire some of our 800,000 a year executives instead of giving them bonuses for getting us in this mess by investing in the stock market and demanding 54 million dollar ski lifts."
They are in talks now, and the admin is demanding more power in all the rules having to do with schedules, discipline, vacations and sick leave.
The thing about these buletins is they have no legal basis, but they are demoralizing. Depress/frustrate people enough and you wear them down.
They will accept bad contracts or quit and OHSU won't have to pay unemployment.
