The Moroccan claim, which IMO is not without historical merit, is that the territory was part of Morocco until the Spanish stole it in the late 19th and early 20th centuries. In their view there is no reason why European colonialism should be able to arbitrarily grant independence to part of their territory. If I was Moroccan I would certainly support the claim.

Spain was part of Moorish territory for eight centuries until the Ferdinand and Isabella took it back in the late 15th century.
