Hi dear!

The slight defect is the some white powder-like stuff stays lingering around the front of the dress. It's not obvious, but visible if you take a careful look. (Refer to the first picture, the front of the dress)

Measurement: 21" across shoulder and 28.5" down the dress

It's not elastic, so it will fit more like a slight oversized top. Like a dress I would say! :) It's really pretty and expensive that I've got it for. Decided to sell/trade away cause it doesn't really suit me! :(
