Yes, this is an intentionally hilariously bad Blacksploitation movie they are making. If you look, one of the guys in Arsenio Hall, and the other is the black cop from Reno 911 (he's the one w/ the line "but Black Dynamite, I sell drugs in the community!"). The lead, Michael Jai White, is actually a pretty well renowned black martial artist.
