Prepare your base; I usually blur, flatten and then resize (depending on the image, image > adjustments > auto levels; it wasn't necessary for this image though).
The image is a bit dark and dull so I duplicated my base and upped the saturation (Adjustments > Hue/Saturation > Saturation: +50), set the layer to screen, opacity: 80%.

I wasn't sure what I really wanted to do with this image, so I added a layer of yellow (fffc00) set to soft light (layer > new fill layer > solid color; mode: soft light). This is just something I do to give myself a blank pallet - selective color has some lovely effects after you make your image yellow.

No one wants a grainy yellow image, so Layers > New Adjustment Layer > Selective Color.

My image is still grainy and a bit yellow, to fix this, I add another selective color layer.

The image is still lacking a bit of depth, to fix that I add a new brightness/contrast layer (Layers > New Adjustment Layer > Brightness/Contrast)
Brightness: -4
