Well, I'm sure this doesn't look to good on my part, because I can't give you an absolute tutorial because I achieve all of my effects by messing around with blending modes. I'd say make a new layer and use your brushes or what not that you want to feature, and play with the blending modes to find something you like. I find that it depends on the icon, so see what you can do! Hope that helps. :)
