Maintainer - Update

The mod -
Will now become a maintainer and she will be the head of themes.

I need a mod for the updating of the info.
If you want I can split it up into the mod of keeping up the info for the promo banners accepted/rejected/banned banners (part of the info)
and the person to keep the update on the new members, rejected members and banned members

i don't know how well i'd be just doing promotions...i'd probably be better at keeping track of who's new and who's rejected and banned and all that.
