So, I decided I need to go ahead and get my NYS Learners Permit ASAP, which is cool. OK, problems: It costs up to $50 to take get a Learners Permit in NY, where as it cost me $13 in Oregon. What I think I need to do is get a Non-driver ID to suffice me until I get a Learners Permit, as I have to make an appointment to get a learners permit
