I am not sure Bush retains the ability to order such an action. He has no political capital to spend on such an action, and would almost certainly be censured for such by congress.
Or to put it another way, he can quack all he wants, but it's still just quacking.
I've been prematurely predicting an attack on Iran for ages, so I'm not going to say I think it's inevitable. And in fact I kinda suspect Rudd told him we'd have none of it. Nevertheless, there really are some crazies in that White House. I guess we'll see.
