IRC isn't a single program, it's just a network system with a variety of was to access it.

If you use Firefox (Which you all should do *stern glare*) then you can use the Chatzilla extension, which can be found Here.

If not, then there is mIRC For Windows or iRC for Macs

If you want a little walkthrough, Skpye me, the username's Greborn. I only know mIRC to a decent extent, although I doubt there's much differance between them in terms of the basics.
