USING PAINT SHOP PRO 9!
Start off with your base.
Duplicate it. Set it to screen. Also put a gaussian blur of 0.5 on it.
duplicate your BASE, drag it to the top, desaturate it, and set it to softlight.
Make a new layer, floodfill it with #61c3f1 and set it to softlight at 34% opacity.
Make a new layer using the same blue #61c3f1 and set it to BURN at 78% opacity.
Make a new layer. floodfill it with #C8B3AE and set it to Overlay at 36% opacity.
Make a new layer. floodfill it with #F7D2C9 and set it to multiply at 54% opacity.
GO BACK TO THE SCREEN LAYER OF YOUR BASE FROM STEP 2.
duplicate it, and drag it to the top.
DESATURATE IT.
and set it to softlight at 62% opacity.
Add a Colour Balance ADJUSTMENT LAYER.
do that by going to Layers>New Adjustment Layer>Colour Balance.

38,38,78
AND you're done!
