Someone needs to reorganise the recycling around here, given the weather. One week they collect garden waste, the next week they collect cans, bottles, etc. Only nothing's growing in the gardens. All the lawns are dead so there's no grass cuttings. Meanwhile, people must have more than doubled their consumption of beer and soft drinks.

Yes, but practically speaking they have two options: tell the binmen "do this at these times like this" (which regimentation will as you identify result in some work getting done suboptimally) or tell the binmen "do whatever seems most sensible, it's at your discretion" (which will result in drunk binmen and a outbreak of the plague). What seems obvious from the perspective of one person organising himself is less trivial from the point of view of some managers coordinating the activities of hundreds of lazy bastards.

The bigger problem is rather more likely telling the citizens what garbage to put out each week. If there is anything like here, you get a pre-printed calendar for the year 16 months in advance and it tells you what's being collected when. To try and change that schedule mid-stream for a short time would be problematic.

Many folks around here just put out yard waste whenever they generate it, and it stays on the curb until its picked up. The township has the dates posted on their web site, if you can find them. Our recycling is collected the same time as the trash, so that's easier.
