A: largely a thing of the past. Orchestrated by thuggish Italians extorting small businesses and running Vegas casinos?

OR...

B: An eternal problem propagated by the boundless potential of human greed and possibly a factor in the free fall of our economic credibility, entailing the sabotage

Definitely the second. The first is still around but it is not as prevalent as the second. I'll have to read the link later... but without reading it that is my personal opinion.
