It is perfectly possible to be both poor and racist. See above quote. There's no doubt that the northern bits of England suffer because of the aggressive tilting of economic activity toward the Southeast and a total lack of political will to change that (pointless high-speed rail plans notwithstanding). That doesn't make racism acceptable.
Yes, they're definitely both poor and racist, as well as ill-informed (probably due greatly to the factual lies in the tabloid press). They're quite in denial about the racist part.
