How exactly do you convert a Metro to a 100/gal car? Is it an expensive process?

my father has an engine at his work that keeps power cells charged and they fill the tank once a week. the only problem is its really small so the transmission will need to be special made so it can get some speed.

Yeah, if the engine is small then you have to make sure it can still keep up with most cars on the road. If you can convert it and still make it street legal, then that would be awesome.
