mary asked for a tut, so i couldn't help it :D
here it is mary :D

>>>

so, first we start of with a base :)

now see that. dark, cold colors and all that. no thanx.
but hey, wait, maybe we can make it look prettier???!!!

set it to screen once

>>>

see, a little lighter. we're gonna do some more of this, but later on. for now make a new adjustements layer and input these setts:

RGB - Input: 106 Output: 150
Red - I: 115 O: 137
Green - I: 114 O: 130
Blue - I: 82 O: 142

you will get something similar to this

then set it to soft light

>>>

make another curves adjustments layer
leave the rgb as it is, and move directly to red

Red - I: 96 O: 125
Green - I: 124 O: 135

now, blue is a little more complicated, youll need to input two settings:
click once on the bottom of the line and input 0 and output 23
click once again somewhere in the middle and input 157 and output 131

:D you're done.
leave that layer to normal

>>>

duplicate the base layer once more and drag it over to the top, set it to screen again :D

>>>

now, let's play a bit with selective color. make a new selective color adjustment layer and add some red and yellow to the reds, and take away the whole yellow from yellow :)
or, if that didnt make sense:

Reds
Cyan -72
Yellow +100 Yellows
Yellow -100
>>>

see, now her hair is a bit more RED and his face is a bit more lighter :D
ok, so we're done with the coloring. now, we need the white box thingie done XD
so, make a selection, goto select/modify/smooth
i think i smoothened by...2-3 pixels, then use blur more on it, and rotate it a bit

>>>

add some small text to it too and thats it :D oh and yeah, the little bits around the white box are drawn by pencil tool :D
you're done, and so am i XD

here's our finished icon :D
