does anyone know how to remove "temporary"/level 2 black hairdye from one's dark brown hair if it hasn't come out in 28 washes?

Hey, I have longish blonde hair.. I wanna dye it liek a funky red or something, I'm not sure.
Is there any sites with diff styles for colourign hair etc.. i need some ideas!

So I've been trying to grow out my hair for a while now.
It's gotten pretty long.
But I'm at that stage that I almost find it annoying...
Therefore I keep it in pigtails very often.
Do you think I should just cut it or keep letting it grow?
Or any style tips are always helpful.
