Arthur Weasley had told Regulus off for laughing at a joke at a family party. Family parties are sacred. You should be able to laugh at your own mother's jokes.
Okay, Mum could be a bit unpleasant, but that wasn't Weasley's concern. If Arthur preferred Muggles to Regulus' mother, he sure had his priorities backward.
Arthur was walking away to dance with his sabre toothed wife. Regulus swept out his foot and Arthur landed on his side.
