Apparently LJ thinks comments don't need subject lines. Because God forbid people have actual conversations on actual topics!

There's a lot more info on what's about to go down (complete overhaul of the commenting system) over here posted by heeroluva. If you're using LJ this is probably important to you, so you might want to raise some noise about this.

I refuse to believe that all of the kinkmeme participants are only 1% of livejournal users, as they are the number one utilisers of the comment subject line. How else will we know when prompts have been filled?

This. Exactly this. I'd say fandom is actually the most active part of English-speaking LJ. And titles are used everywhere, in discussion posts, spam posts, party posts, etc.

It's a pulled outa the ass statistic, and I'm willing to bet that the real reason is "I can't get this to work properly with blank subject field".
