Do you have SBC dsl down there? I had it when I lived in South Bend and it was only $20 a month for the lowest DSL plan. It's not the fastest, but it was faster than dialup, and hey, $20. Not sure if that's changed or has been upped since May 2009, when I moved, though.
Okay, I tried to comment from my iPod but something seems to have gone wrong, so my apologies if you get my comment twice!
I use ATT. I have both DSL and a home phone line, and my total bill per month is $50. The cost hasn't gone up since I started the service in June 2009. I bet you would even be able to get some kind of deal with ATT if you called them and told them you were thinking about switching. Of course, DSL isn't as fast as cable, but that's the trade-off. It makes sense for me, because I have to have a landline no matter what, because that's what my security system uses.
I have a(n irrational?) hatred of Insight, even though I use them for my cable. But I've been overall very happy with my ATT service.
