It's quite possible. I've read that cases of sleep paralysis, sudden unexplained night-death syndrome, and the like tend to concentrate themselves in certain areas- towns will go through sudden outbreaks of them with no clear reason why. This is one of those eerie facts that lurk in the back of your head and are remembered just often enough to keep you awake at night. Anyways, there's no reason to think dream lucidity wouldn't be similarly affected...
