No. Good is whatever the group in which you participate thinks is most beneficial for themselves, or the whole, or individuals, or what have you. Evil is what they consider malevolent. These definitions change drastically depending on the situation. Slaughter is good in war and evil in peace, and so it is with many other so-called "evils." As for good, the most benevolent of men have been killed because they go against what is considered "good" by society.

Humans can't make up their minds, because there is no mind to make up -- it is situation-dependent.

If one defines evil as "against the moral opinion of the majority," then yes. That is, until the majority opinion changes. If you have some kind of "absolute truth" standard, which I do not endorse, then your opinion may be different.
