Canon Point: During the raid on the Capitol with the Star Squad at the end of Mockingjay, after Boggs is killed and everyone in the party is declared dead, but they’re actually resting and hiding out in an abandoned house.

Setting: The Hunger Games is set in the post-apocalyptic world of Panem. Panem is located in the former North America, the continent having been wrecked and destroyed by numerous natural disasters (flooding, storms, droughts, fires) and then overcome by war. Panem is the nation that rose up out of the ashes of North America, ruled through the Capitol (which is located in the Rocky Mountains) and originally divided into thirteen districts. For a while, there was peace and prosperity, but 75 years before the start of Katniss’s story, the districts rose up, lead by District 13, in what became known as the Dark Days. District 13 was supposedly destroyed and the remaining 12 defeated. As punishment, the Capitol created The Hunger Games, which serve as the trigger for the entire plot of the book series.

The Hunger Games take place in the Capitol, in a specially built arena that varies from year to year. Tributes, one boy and one girl between the ages of 12 and 18, are chosen-or “reaped”-from every district and brought to the Capitol where they are forced to fight to death. They are given weapons to fight each other and are often forced to combat elements (for example, Katniss comes face to face with a fire wall). The Games are controlled by the Gamemakers, who do whatever it takes to create what they hope will be the most entertaining fights. The event is televised across Panem until one remains, being crowned the Victor. The Capitol, quite clearly, has a totalitarian hold on the districts, as for nearly 75 the Games went completely unchallenged, and the districts continued sending two children out every year to die. Meanwhile, residents of the Capitol look upon the Games as pure entertainment, seeing nothing wrong with children murdering each other.

The districts are kept largely isolated from each other in terms of contact. Katniss, in District 12-the mining district, located in Appalachia-largely had no idea what the day-to-day goings-on of the other districts are, especially before volunteering as a tribute for the Hunger Games. Some of them don’t even get an official specialty in the books (for example, District 4 being fishing is confirmed, but District 9 is rarely even mentioned as a place). The closer a district is to the Capitol, the wealthier they are. District 12 is the poorest, and Katniss’s living conditions are deplorable; her childhood growing up not only in the poorest district but as a resident of the Seam shaped her persona; the Seam being primarily where the miners come from. Even as the poorest, D12 is still largely split between the Seam and Merchant classes, the merchant being slightly better off. Residents of the Seam are also darker skinned; Katniss herself is described as having olive skin and dark hair, compared to the merchant Mellark family full of blondes. There are racial and class divides even among the poorest, although these things, especially class, are more apparent between districts and Capitol; when Katniss and Peeta arrive in the Capitol for the first time, despite being from different classes themselves, they are stunned and often appalled by the avarice and splendor, the wasted wealth and food, that the Capitol residents take for granted. There are drinks Capitol residents gulp to induce vomiting, just so they can eat more food.

The Capitol lives in wealth, taking said wealth largely from the districts it rules. It keeps them subjugated to retain its power and lifestyle, and the situation is either so hopeless (see: District 12) that they see no point in challenging the status quo and making it worse, or connections to the Capitol make life easier (see: wealthy Districts, like 1 & 2), that breaking that connection would lead to their own ruin. Some Districts also have a heavier Peacekeeper presence-Peacekeepers essentially being the police force of the Capitol, there to keep the citizens of Panem in line. The threat of the Hunger Games-the fact that the Capitol is more than capable of forcing children to fight to the death-also quells thoughts of rebellion, as it remains a reminder of what happened the last time revolution was attempted.

However, District 13 was not completely destroyed. In Mockingjay, Katniss discovers the District is alive and full functional-albeit underground. Because their original specialty was nuclear power, they threatened the Capitol with nuclear annihilation; instead of destroying each other as the world population was already quite limited, the Capitol agreed to leave them alone, as long as they promised to stay underground and pretend to be decimated. While they initially kept this promise, the residents of District 13 would continue to plot for the next seventy-five years to overthrow the Capitol. They saw their first real chance in Katniss Everdeen, the girl on fire. Her actions throughout the first two books, never quite triggered by a desire for open defiance, end up sparking unrest across Panem, and District 13 wants to utilize this to its fullest potential. They want Katniss to be the Mockingjay, the symbol of the new rebellion and a symbol around which citizens of Panem can rally behind.

Basically, the Hunger Games world of Panem is a post-apocalyptic totalitarian state, engulfed by a revolution that is the furthest thing from bloodless and everyone suffers from PTSD.

Personality: Katniss Everdeen, the girl on fire, is a hard person to read. First and foremost, she is a survivalist. After the death of her father when she was only twelve years old, her mother fell into a deep depression and could barely function, leaving Katniss to become the primary caregiver of her family, now just her mom and sister. Initially, it was extremely hard; they barely got enough food and money, and thus were close to starvation. In what was very much a life changing moment, when she was on the very edge of giving up, the baker’s son, Peeta Mellark, burnt some bread on purpose, got a beating from his mom, and gave Katniss the bread. It was this act of kindness that gave her hope, gave her motivation to survive and keep her sister alive, but at the cost of her childhood and giving her a quick transition into adulthood. She is no-nonsense and sticks to the business at hand.

She took up her father’s pastime, hunting, using what information her father passed her as well as teaching herself to kill game, sneaking out illegally into the woods of District 12. Through hunting, she came to meet Gale Hawthorne, and the two of them learned from each other, becoming an amazing hunting team. They would spend the next few years of their lives hunting together and providing for both of their families, as well as trading in what was essentially a Black Market of food. Gale came to be one of the few people she trusted with her life. Because of this experience, Katniss hates the idea of relying on other people, and she does not trust easily. She has largely taken care of herself, as well as helped provide for two families, for most of her life; she knows she is capable and very rarely sees the need to ask for anyone’s help. She can do anything and everything on her own, because she has to. The idea of owing people for their aid is something she dreads, but she will always feel the need to return a favor when something is done for her, and she will do her best to repay the debt, as much as she hates it. She is a survivor and knows quite well how to think outside the box for those reasons. But the important part is that she is a hunter, not a killer, and she draws careful distinction between them.

The most important person in Katniss’s life and largely her motivation for everything is her little sister, Primrose Everdeen. When Prim is chosen as a tribute for the Hunger Games, Katniss immediately volunteers to take her sister’s place, even though it means certain death. She will literally do whatever it takes to keep Prim safe, and eventually, this dedication to protection expands when people gain her trust (although this largely extends to mostly Gale and eventually Peeta, the latter of whom in Catching Fire she is prepared to sacrifice herself for, for the sake of keeping him alive and keeping the rebellion alive).

Because Katniss is so focused on survival and basic needs, she is extremely oblivious to social norms and expectations. She’s socially awkward and fails ninety-nine percent of the time at public speaking, contrasted with her quick thinking in life-or-death situations. Social situations make her uncomfortable and gawky, often to a very obvious level. She doesn’t know or care enough to give a good impression; she’s flat and comes across as quite aloof, even just a flat out jerk. She’s blunt and to the point, misses subtle social cues, and is easily embarrassed by nudity. It takes other people (Haymitch and Peeta, largely) to create a likeable, or at least unforgettable persona, with which she can use to help her survive in the Hunger Games-it is through the actions of other people combined with her hot-headedness that Katniss becomes the “girl on fire.”

She’d rather be out hunting than making friends with people her own age; the only girl she managed to befriend in District 12 was Madge Undersee, the mayor’s daughter, and even then it remained an awkward sort of friendship. They rarely talked or gossiped, and mostly just hung out with the other while at school for the company. She’s cool and collected on the hunt, but a bit of a mess when it comes to her emotions. She pushes them aside and ignores them for as long as possible, excepting the love she has for her sister. It doesn’t mean she is emotionless, just that she’s very good at hiding them and ignoring them for the bigger picture. She has a rather sarcastic sense of humor and is quite snarky. She is capable of relaxing around those she feels comfortable with. She has opinions, and she does voice them. Keeping up her indifference is a large part of her survival strategy, whether for day-to-day life itself or actual survival.

Despite the attempted indifference, Katniss is quite stubborn and hot tempered. She is a woman of action; shoot first, ask later. She makes quick judgments and does not dwell on decisions (at least those not involving her emotions and love life). Because she’s so focused on survival, especially her own, she can be quite self-centered sometimes. There are very few people she would put before herself (Prim being the most glaring example, but also those whom she perceives as weak or in need of protection). Random capable and adept strangers? No way; unless she gets to know who you are, it’s likely she’ll leave you be. Her own priorities come first. It very often takes something affecting her directly to trigger her sense of justice, which despite all impassivity, is quite strong. She openly defies the Capitol during her first experience in the Hunger Games after losing Rue, her ally in the arena. Instead of remaining cold and callous over a tribute’s death, she sings to Rue as she dies, covering her body in flowers and saluting her-her first real act of defiance and it comes straight out of who Katniss is, a sixteen year old girl mourning the loss of a friend, angry at the system that forced her death, and determined not to let the Capitol take Rue away as a mindless, unimportant casualty in a sick game of entertainment.

She’s stubborn and independent, a result of her life in poverty and growing up as a caretaker. She likes to be in control of herself and hates appearing weak. If she feels she’s being manipulated, these are the moments she’s likely to lash out and do something unpredictable, reckless, or dangerous, moments in which she comes to embody the “girl on fire.” She recognizes a situation for what it is and how it will effect her and does her best to adapt. As she comes head to head against the Capitol in the Hunger Games (on two separate occasions and arenas), sees face to face what they are capable of, she comes to hate them more and more, and slowly starts to contemplate and accept escaping that life, accept that overthrowing the Capitol is possible and for the better.

Regardless, she hates being in the spotlight. All Katniss ever wanted in life was to get by in quiet, take care of herself and her sister, and live out her days in peace. When she is thrust into the position of “the Mockingjay,” it’s not something she accepts completely willingly. She makes demands-the safety of other tributes and permission for her sister’s cat, Buttercup, to live with them in District 13-before agreeing to become the face of the rebellion. This spark, this determination, her stubbornness and dedication to her goals is another facet of the “girl on fire,” a part that is part of who Katniss is rather than created by someone else.

But she’s scarred, emotionally and physically. Most of her physical scars were surgically removed after she won her first Hunger Games, but the battles and hardships she’s endure after would give her more. Her mind is another story; the trauma of being in the arena not once but twice gives her nightmares, vivid and lucid that make her thrash around in bed, sometimes screaming out loud. It is only Peeta’s presence that calms her sleep; they help each other survive. They are separated when District 13 and the rebellion rescue her (along with two other Tributes/Victors, Finnick & Beetee) from her second Hunger Games and take them all to D13, while Peeta was left in the hands of the Capitol. When Katniss realizes he’s being tortured as a way to get at her, she breaks. When they are finally reunited, he tries to strangle her, and she loses that stability he represented and gave to her. She’s broken, but not quite over the edge. Her desire to kill President Snow drives her to push beyond that instability, gives her purpose and determination, ignites the flame behind the girl on fire. This doesn’t change the fact that she’s only a seventeen-year-old girl, forced into a war, forced to kill and see others killed, and forced to deal with a continuous string of traumatic experiences. But she is a survivor, and she will do whatever she thinks she's capable of to keep herself alive.

Abilities, Weaknesses, and Power Limitation Suggestions: Katniss is most known for her archery skills. Her aim is beyond accurate (she’s able to shoot squirrels in the eye). Because of her tiny stature, she’s also rather agile, able to run quickly and climb trees upwards of 80 feet without issue.

She’s a normal human, subject to human injuries and death, but her biggest weakness is undoubtedly in her mental state. She is constantly haunted by images from both experiences in the Hunger Games, and she suffers from nightmares nearly every night. It’s a hugely triggering experience.

Inventory: A highly advanced bow; black and birdlike. It recognizes only her voice and reacts to it. It was built by Beetee, whom had been given instructions to design a bow that merely looked shiny and appropriate for propaganda, but he made it a fully functional weapon. It improves her already excellent accuracy. The arrows also come with her, also specially designed and color coded; there are incendiary, explosive, and razor sharp arrows, but it’s also capable of shooting regular arrows. To deactivate the weapon, Katniss only has to say “Good night,” and it will turn off until she speaks to it again. She won’t use it on a person unless in self-defense.

Mockingjay suit: Essentially a suit of armor designed by Cinna, her stylist from the Hunger Games. It’s built to accentuate her position as “the Mockingjay,” with some birdlike features, but it’s also a soldier’s uniform, bullet proof and defensive. On the shoulder is a small patch that can be ripped with teeth; inside is essentially the Panem version of cyanide, accessible without the need for hands.

Appearance: Katniss is of average height, but her physique suffers from spending her life in a state of being largely underfed. She looks skinny and scrawny, but because she’s also fairly athletic, her body is toned with lean muscle. She’s got olive toned skin and dark hair, often pulled back into what becomes her trademark braid. There’s a prominent scar on her arm from a knife wound, along with various other battle scars across her body.

Katniss finishes the tour with Hypatia, emerging into what was apparently called Kurzweil, in a residential zone. The first thing she notices is how empty it is. It reminds her of the Capitol during the raid, the citizens evacuated or tucked away into safe locations. But not her. Katniss Everdeen was never safe. She tightens her grip on her bow, an arrow lodged into place, and briefly wonders if it’s a similar situation.

The wearable reminds her of the Holo; Hypatia, too, triggers the memory, and she thinks of Boggs-Boggs with his legs blown off and dying in front of her. Her gut curls, she feels nauseous, and she thinks of Gale, Finnick, Cressida-the entire squad. Peeta, handcuffed and offering to kill himself. They’re not here, are they? It doesn’t matter, not now. Not until she gets a better bearing of her surroundings. If they’re here, she’ll find them later.

It’s futuristic, this Sancrosanct, but it reminds her simultaneously of District 13 and the Capitol. There could be traps here, alarms, enemies-things she has no plans of triggering. She ducks down an alley, leaning her back against the wall and taking a deep breath. She’s alone, definitely. But she works best alone, she knows how to do it. Clutching her bow, she hurries further down the alley, coming out between two buildings on the other side.

Everything is so empty; if she wasn’t being so careful with her steps, she wonders if she’d hear them echo. But there’s a faint hum in the distance, sounds of life. She’s alone, but there are others. All Katniss wants to know is if they’re hostile. She needs to know how to react.

She’s stuck here, temporarily or forever she’s not sure; she keeps walking, mind buzzing, running over the details of the introduction from Hypatia over and over, putting them together and looking for missing pieces. The AI was creepy, to say the least, and Katniss didn’t trust her at all. For all she knew, the woman could have been some kind of propos, and if there was one thing she knew to bend the truth or flat out lie, it was those videos. She’d starred in far too many of them to count, willingly and unwillingly. Maybe this whole thing could be some new propos designed by District 13, a fresh way to get the Mockingjay to fire up the rebels, fire up the districts.

New and potentially dangerous situation? Throw in a lost girl on fire, armed with bow and arrow? No script, just Katniss Everdeen trying to survive. The possibilities were endless.

But it was too weird, too different, and not one mention of the Capitol, Panem, anything. No hints that any of that even existed. What kind of slanted, scripted movie would that make?

She thinks of Prim. She hopes her sister is tucked away safely in District 13, whether working on her medical training or not. There’s a pang as she realizes she doesn’t know, and the worry shoots through her. If she’s here, on a station, her sister could be-could be anywhere.

A trickle of voices breaks her out of it, people laughing and talking. Katniss ducks backward, hiding and listening. She hates cities. Give her the forest, trees to hide conceal herself in. The whirring of her bow is calming, and her fingers flex. She just needs to find a safe location, a place to regroup herself not out in the open.

Network Sample:

[The wearable flickers on, and the image of a young woman no older than seventeen appears; olive skinned, braided hair messy & dark. There are dark circles under her eyes, but she’s quite alert, looking very guarded. There’s a quiver on her back and the tip of a bow sticks out from the bottom of the image. It’s a few moments before she speaks, as she seems to be looking around her, judging the area.]

I got the message. This is a space station, new planet, it’s crazy and impossible, but I’m not going to ask for clarification. I just need to know if Primrose Everdeen is here.

[a pause.]

Also, if the names Gale or Finnick- [another pause.] -or Peeta mean anything to anyone. Tell me.

[She hesitates for a moment, as if debating adding more, but then she shuts off the feed aggressively.]
