I'm really not keen on the Abbott model where payments are made in proportion to your usual income. This essentially just creates a reality in which every parent has a little more money, but the richer parents have a little more more money. It's regressive.
I think a standard across the board, lower-bounded payment rate that is otherwise capped by your usual income would be a preferable policy.
Maternity leave should be geared towards alleviating the financial hardship of parenthood, not simply bankrolling it for all and sundry, including those who with a modicum of planning wouldn't really need assistance.
The policy I'd like to see is one that guaranteed parents' jobs for up to eighteen months after their child is born, so that they can take extended leave with some security.
