Well, hold on a second, to be fair, unless my understanding of my country's government is way off, Congress has to help in the passing of tariffs and stuff too, not just El Presidente. T_T

You're right. The president has to put things up to a vote, and the majority of Congress has to kind of vote on it, if I remember right. Not to mention that it has to be won by (I think) a certain amount of votes.

Mmmm... And the Congress is currently made with a majority of Democrats, that's what you both mean by this ? Mmyeah. Still, the Bush administation is clearly the instigator of this. But yeah, that element you both point me out makes me doubt of the intelligence of your politicians.
