I don't recollect any thing about numbers. 7 was just a number i pulled out of my head. If you think about it, 4 vamps against 7 wolves is still out numbered, but i don't believe that was the reason for the treaty.
Carlisle would've wanted a diplomatic solution with no "bloodshed" if you could call it that. I would think he'd talk ephraim out of the need for danger, and risk losing any of his members of their pack, or members of his own coven. They're not the danger that the quileutes protect their people from. They're different, after all.

“A bigger coven came, and your own great-grandfathers prepared to fight them off. But the leader spoke to Ephraim Black as if he were a man, and promised not to harm the Quileutes. His strange yellow eyes gave some proof to his claim that they were not the same as other blood drinkers. The wolves were outnumbered; there was no need for the cold ones to offer a treaty when they could have won the fight. Ephraim accepted. They’ve stayed true to their side, though their presence does tend to draw in others.
