The best part about this scene is he is not a ventriloquist, his hand was bitten off by a seal wearing a yellow bow-tie (as seen in the icon) and he left his fake hand at a store of some kind so put Franklin, the puppet on his hand.
This guy is so funny to me in pretty much all ways.
