Graham is a born-and-raised American citizen, presently working under the United Nations (UN) in international relations as a peacekeeper from the US. Ranking captain and commander of an aviation unit, he actively assists in interventions between warring countries, including the Kurdish Republic, where he inadvertently met Soran Ibrahim (Setsuna F. Seiei). As the ace of aviation, he remained stationed in the Middle East for some time for surveillance purposes. He had a previous mishap of friendly fire involving a superior officer and constantly works to better and redeem himself for that matter. His specific intervention between Azadistan and the Kurdish Republic resulted in his rescue of Soran/Setsuna, one of the few survivors of the KPSA faction who also comes under his care after the ordeal.
Not long afterwards, the Kurdish Republic was promoted to independent tactical aviation, temporarily relieving Graham of international work. With this development, he was given a short leave for vacation. With Setsuna in tow (renamed to facilitate social/racial integration), he headed for Japan.
