This coloring showed up in my last multifandom set and a tutorial for it was requested. Who am I to say no? Especially since it was Amy who asked for it. The coloring is really nice and I hope you're happy. ^^
Written for PSP8, but I'm sure you can figure out the tricks in other programs.
So, we're going from

.
1. Choose your image. I used
this image of the group from Tsubasa Chronicle because it had a large portion of blue in it and I find this coloring looks best with a lot of red or blue in the original image.
2. Cut and crop. 100 x 100.
3. Duplicate the base. Set the Blend Mode to Overlay, Opacity 100.
4. New raster layer. Flood fill with a medium green (#0B5965). Set the Blend Mode to Exclusion, Opacity 100.
5. New raster layer. Flood fill with a light blue (#BEE9F4). Set the Blend Mode to Burn, Opacity 100.
6. Create a new channel mixer layer (Layers > New Adjustment Layer > Channel Mixer...)
Settings:
Red: 137, -40, -21, 26
Green: 10, 89, 10, -3
Blue: -8, -15, 114, 0
Monochrome unchecked
7. Create a new curves layer (Layers > New Adjustment Layer > Curves...)
Settings:
RGB: 181, 208
Red: 148, 169
Green: 160, 153
8. Duplicate your base. Drag it to the top. Set the Blend Mode to Soft Light, Opacity 50.
9. Create a new hue/saturation/lightness layer (Layers > New Adjustment Layer > Hue/Saturation/Lightness...)
Leave Hue and Lightness alone.
Saturation Settings:
Master: 39
Reds: -17
Cyans: -7
Blues: 2
Magentas: 27
10. Add this texture made by
reve_lucide (resource
here) as a new layer. Set the Blend Mode to Multiply, Opacity 70.
11. Add this texture made by
toybirds (resource
here) as a new layer. Set the Blend Mode to Screen, Opacity 40.
