Yes, as a general rule it will be on a faucet outside of your house.

Yes, but as a general rule it will be a second dial on a standard faucet. You'll have the one that makes water come out there, and the other will turn off water for the whole house.

Not necessarily. If the house is old enough (as mine is) the only "whole house" water shut off is at the meter.

Hmmmmm. I wonder if I dressed up like you, if I could actually get some help in one of those places. I guess thats the curse of looking like I know what I am doing. It pissed me off the other say because I was looking for a box fan, couldn't find em, finally tracked some one down, and he said they were over by the gardening equipment. IDIOTS! Put them in electrical or with the ceiling fans.

As far as you water situation and how to turn it off, it could be on the side of the house or in the ground. It normally near were a majority of your water devices are, so they don't spend money on materials to spread the pipes everywhere.
